The History of Community Emergency Response Team
“The CERT concept was developed and implemented by the Los Angeles City Fire Department in 1985. The Whittier Narrows earthquake in 1987 underscored the area-wide threat of a major disaster in California. Further, it confirmed the need for training civilians to meet their immediate needs.
CERT became a national program in 1993. There are now CERT programs in all 50 states, including many tribal nations and U.S. territories. Each is unique to its community and all are essential to building a Culture of Preparedness in the United States. There are over 2,700 local CERT programs nationwide and more than 600,000 people have trained since CERT became a national program.”
The City of Atlanta Community Emergency Response Team aims to create a more prepared and resilient community through education and outreach.
Community members who live and/or work in the City of Atlanta are invited to attend a free 7-week Basic Training to learn more about disaster preparedness and response.
ACERT actively recruits volunteers to work within the community alongside City of Atlanta employees during disasters and special events.
After completing Basic Training, students have the opportunity to become an ACERT volunteer.
Volunteers work with the City of Atlanta during emergencies, disasters, large events, and tabling opportunities to help supplement first responders and conduct community outreach.
Monthly meetings, trainings, or special classes are held for ACERT volunteers to stay up-to-date on critical information and skills.
Basic Training
ACERT Basic Training is a free 7-week course that uses both lectures and hands-on activities to teach community members within the City of Atlanta how to prepare for and respond to emergencies and disasters.
It provides students with the opportunity to strengthen their personal resilience and spread the information they have learned to their friends, loved ones, and neighbors.

Who Can Attend?
To attend CERT Basic Training, all individuals must:
- Reside or work in the City of Atlanta
- Be 18 years of age or older
- Pass a background investigation
- Sign all necessary paperwork
- Basic Training is open to everyone that meets the above requirements regardless of physical abilities.
Class Frequency
AFRD currently hosts 2 in-person Basic Training classes per year.
Other Trainings
Those who choose to become an ACERT Volunteer can attend trainings that will help develop new skills and reinforce existing knowledge.
Training topics could include:
- How to read weather radars
- Moulage makeup training
- Hazmat placard identification
- Reunification training
- Sheltering community members during emergencies and inclement weather
