Fire Chief, Roderick M. SmithFire Chief Roderick M. Smith is a distinguished leader with over 30 years of dedicated service to Atlanta Fire Rescue. Rising through every rank, he brings unmatched experience, strategic insight, and a deep commitment to protecting lives and property. Chief Smith has led the department through some of Atlanta’s most critical incidents, including the Fox Theater Fire, Fulton County Stadium Fire, and the I-85 bridge collapse. During the COVID-19 pandemic, he took command and fostered a culture of resilience, teamwork, and innovation. He is a strong advocate for professional development, launching initiatives like the Divisional Officer Mentorship and Rising Phoenix Programs to build future leaders within AFRD. Under his leadership, the department expanded community outreach through the AFRD Cadet Program, Red Shirt Recruit Program, and The Safe Spots Program, targeting Atlanta youth and promoting fire safety. Chief Smith has also implemented key operational improvements, including enhancing EMS response with new AFRD ambulances and improving response times across the city. A graduate of Morehouse College (B.A. in Finance), he also holds an MPA from Columbus State and is a National Fire Academy Executive Fire Officer. His contributions to fire service extend nationally through active roles in the Georgia Fire Chiefs Association, Black Chief Officers Committee, and Metro City Fire Chiefs. Chief Smith’s legacy is one of excellence, service, and enduring impact on Atlanta’s safety and resilience. |

First Deputy Chief, James McLemoreThe First Deputy Chief is 2nd in Command of Atlanta Fire Rescue Department. This position is responsible for providing executive level oversight to all of the day-to-day operations of the organization to include: Administrative, Operations, Support & Technical Services, as well as the Airport Fire Division. The duties of this office include filling in for the fire chief, as needed, in dealings with the city administration as well as other entities. First Deputy Chief James McLemore was born and raised in the City of Atlanta. He is a proud graduate of Westwood High School (now Westlake). He has earned his bachelor’s degree from the Florida A & M University and master’s degree from Columbus State University in Public Administration (MPA) in 2010. He is also a graduate of the Carl Holmes Development Institute. He is also been credentialed 3 times as a Chief Fire Officer (CFO) from the Center for Public Safety Excellence. He has proudly served the citizens of Atlanta for greater than 28 years and has served in all ranks within the Atlanta Fire Rescue Department. Chief McLemore holds numerous certifications within the Fire Service. |

Deputy Chief, David BohatchDavid T. Bohatch is a seasoned leader with over 38 years of experience in public safety, emergency services, corporate business, and construction. He currently serves as Deputy Chief of Technical Services for the Atlanta Fire Rescue Department (AFRD), overseeing divisions such as Fire Inspections, Fire Safety Education, Fire Investigations, and the Fire Marshal's Office, as well as managing administrative functions like Communications, Fleet Services, and facility maintenance. David manages a $1.3 million budget and has led initiatives including a $125 million capital projects portfolio and the design of a $108 million training facility. He has streamlined operations, reduced costs, and advanced sustainability through AFRD’s “Going Green” and City LEED programs. Certified in Fire Officer Levels I-IV, ARFF, and FEMA ISO/NIMS compliance, David holds a Bachelor’s in Administration/Psychology from Southern Illinois University and is pursuing a Master’s in Administration of Justice. He has received numerous accolades, including a 2022 "Chief of the Year" BOB Nomination and multiple “Highly Effective” ratings. David is also dedicated to community service, church involvement, youth coaching, and AFRD recruitment, inspiring others with his leadership and commitment to service. |

Deputy Chief, Jolyon BundrigeThe Office of Aviation Fire Division provides oversight of Aircraft Rescue Fire Fighting Operations, Structural Fire Suppression to include Hazardous Materials and Special Hazard Response, Emergency Medical Services, and Fire Prevention Services, along with the development and implementation of strategic initiatives for long-term preparation and provision of services for Hartsfield-Jackson Atlanta International Airport. Chief Bundrige is a 30-year veteran of the Atlanta Fire Rescue Department. He earned his Bachelor of Public Safety and Emergency Management from Grand Canyon University and his Master of Public Safety Administration from Columbus State University. Chief Bundrige began his career with AFRD as a firefighter in 1993 in Battalion 6 before advancing through the ranks in Battalion 7 at Hartsfield-Jackson Atlanta International Airport; he has served as the Public Information Officer, Section Chief of the Office of Professional Standards, Assistant and Deputy Chief of Emergency Medical Services, and Assistant and Deputy Chief of Aviation. Chief Bundrige has diversified his commitment to AFRD and public safety with certifications and affiliations from the Nationally Registered Paramedic (NREMT), Georgia Peace Officer Standards and Training (POST) Council Peace Officer, International Association of Fire Chiefs, Georgia Association of Fire Chiefs, and the National Organization of Black Law Enforcement Executives (NOBLE). Chief Bundrige continues serving the City of Atlanta through his work with the Atlanta Fire Rescue Department. |

Program Manager Officer, Shi P. HardinShi P. Hardin is a dedicated professional with a rich history of service and expertise in program management within the Atlanta Fire Rescue Department. Originally hailing from Birmingham, Alabama, Shi has been an integral part of the City of Atlanta since 2004, bringing with her a wealth of experience and a passion for public service. Currently serving as the Program Management Officer, Shi oversees a wide range of critical activities within the department. This includes managing hiring processes, training initiatives, and all aspects related to accounts payables, budgeting, procurement, grants, revenue, travel/training, and human resources. Shi's educational journey has equipped her with the skills and knowledge necessary to excel in her role. She obtained her Grant Certification from Emory University in 2014, demonstrating her commitment to staying updated with best practices in grant management. Prior to that, she earned a Mini MBA in Finance & Accounting from Georgia State University in 2010, further enhancing her financial acumen. Shi's academic foundation began at Miles College (an HBCU) in Fairfield, Alabama, where she graduated with a Bachelor of Science in Business Administration in 2002. With her strong educational background, extensive experience, and unwavering dedication, Shi P. Hardin continues to play a crucial role in the success and efficiency of the Atlanta Fire Rescue Department, ensuring that the department operates smoothly and effectively to serve the community. |

Deputy Chief, Gary RobbThe Field Operations Division provides day-to-day oversight of 31 engine companies, 14 truck companies, one heavy rescue unit, and numerous special operations companies across the city. Field Operations is responsible for mitigating a broad range of emergency incidents including fire suppression, emergency medical services (EMS), and specialized operations such as high-angle rope rescue, hazardous materials response, trench rescue, confined space rescue, structural collapse, swift water rescue, and dive team operations. Deputy Chief Gary Robb is a veteran member of the Atlanta Fire Rescue Department (AFRD) with more than 25 years of committed service. His career has been marked by steady advancement and leadership in increasingly complex roles throughout the department. Beginning his tenure as a firefighter, Deputy Chief Robb demonstrated a strong work ethic and technical aptitude, which led to his progression through the ranks of Captain, Battalion Chief, and Division Chief before his current role as Deputy Chief of Field Operations. His operational knowledge and leadership have been essential in guiding the department’s front-line emergency response capabilities. Deputy Chief Robb holds an associate degree from the University of Chattanooga, equipping him with foundational knowledge in public safety and emergency services. His emphasis on continuous improvement and readiness has helped maintain high standards across all field operations units. In addition to his professional achievements, Robb is a dedicated family man, married with two children. He is deeply committed to fostering teamwork, safety, and operational excellence, ensuring that AFRD remains prepared to meet the diverse needs of the Atlanta community. |

Deputy Chief, Jason McLainThe Office of Support Services supports all other AFRD divisions of labor. Its responsibilities include maintaining and updating all policies and procedures that govern the department while managing the Offices of Assessment and Planning, Accreditation, Field and Aviation Operations Training, Background and Recruitment. Support Services is also responsible for ensuring that the department keeps its accredited status as well as maintaining the Insurance Services Office (ISO) rating of Class One for the City of Atlanta. Deputy Chief McLain is a committed fire service professional with over 21 years of service to AFRD. Rising through the ranks, McLain developed a strong since of the technological advancements that are essential in modernizing the current fire service. While advancing through the ranks of Firefighter, Sergeant, Lieutenant, Captain, Battalion Chief, and Assistant Chief, he assisted in fostering a culture of data collection and technological advancement that assists in driving the organization into the future. His educational background includes an associate’s degree in Fire Science Technology, a bachelor’s degree in public safety leadership from Mercer University, and a master’s degree in emergency management from Jacksonville State University. In addition to his educational background, Chief McLain holds multiple significant credentials that include being a Georgia Emergency Management Agency (GEMA) Advanced Emergency Manager, American Association of Airport Executives Airport Master Firefighter (A.M.F.), and National Professional Qualifications (NPQ) Fire Officer I – IV. In addition to being a committed Fire Service Professional, Chief McLain is a dedicated family man, married with two children. Chief McLain often assists as a community coach, coaching his son and daughter in baseball, fast-pitch softball, and soccer. |

Deputy Chief, Jason WozniakThe Office of EMS provides oversight to Field Operations EMS, Aviation EMS, and the Paramedic program accredited by the Committee on Accreditation for the EMS Professions (CoAEMSP). Chief Wozniak is a seasoned professional with 24 years of dedicated service to the Atlanta Fire Rescue Department (AFRD). His journey within the department has been marked by continuous growth and leadership across various roles. Starting as a Firefighter, Chief Wozniak quickly demonstrated his commitment and skills, progressing through the ranks to become a Fire Apparatus Operator (FAO), Lieutenant, Captain, Battalion Chief, Assistant Chief, and ultimately, Interim Deputy Chief of EMS. His hands-on experience and leadership have been instrumental in shaping the department's response strategies and ensuring public safety. Chief Wozniak's educational background includes an associate degree in fire science, providing him with a strong foundation in firefighting techniques and emergency response protocols. He also has a bachelor's degree from Kennesaw State University (KSU) in psychology, to enhance his understanding of human behavior and its applications in crisis management and leadership. In addition to his extensive experience and education, Chief Wozniak holds several certifications and is actively involved in professional associations. He is a certified National Registry Paramedic, reflecting his expertise in providing emergency medical services. As an executive board member of the Friendship Club, Inc., he contributes to community outreach and support initiatives. His affiliations with organizations such as the Georgia Emergency Medical Service Association, AFRD Peer Support Team, and the Georgia Fire Chief Association underscore his commitment to continuous learning, collaboration, and excellence in the field of emergency services. Chief Wozniak's career is defined by a passion for service, a dedication to professional development, and a strong belief in the importance of teamwork and community engagement in creating safer environments for all. |
